Faculty and short-term administrative/staff exchanges are conducted between faculty and/or administrators from U.S. and overseas institutions. These exchanges provide a framework for academic, personal and cultural experiences. Students benefit by having the opportunity to study with a foreign educator. When families are involved, a total life experience is felt. The actual number of annual community college participants is small, but the effect on individuals is substantial upon return to their classroom and their campuses. Fulbright Exchanges are the best known vehicles for this opportunity, but colleges sometimes initiate their own exchange programs, usually for periods of less than a year.
Direct exchange of tenured positions with an international teacher, each taking on the assignment of the other and obtaining a leave with pay from his/her authority. About 10% of all such exchanges occur at the community college level (about 200 annually).
Handled through the Teacher Exchange Branch of USIA, in the U.K., through the Central Bureau for Educational Visits and Exchanges, in other countries by various offices. In the U.S., applications are due in October, with interviews in November and matches proposed in April. Because the matches are made so late, there is little time to pre-correspond, and college reviews.
Exchanges can be made independently, then “blanketed into” the Fulbright scheme as a closed circuit exchange. After mutual agreement was made between the two faculty and their colleges, the usual Fulbright procedures were followed, making application through the appropriate authorities, who were made aware of administrative approval on both sides. This closed circuit exchange can take up to two years in preparation.
Administrators, deans, department heads are eligible, are non-simultaneous six week reciprocal exchanges, the dates mutually decided by grantees. Participants typically “shadow” their partner for the duration of an exchange while the hole school is in session, observing all facets of the host administrator’s daily schedule.

San Diego CCD: Cal-Mex-Net Project sponsored 2004 exchanges:
- ACCESS and ICATMI: Trade & culture Mission to Michoacan that focus on the importation and sale of arts and crafts from Mexico. Investigating possibility of initiating an English language and computer training program in San Diego for migrant workers from Michoacan.
- ISCET and City College co-host a CECATI Electronics instructor in San Diego for purpose of expanding existing CECATI/SDCCD/ISCET linkages and Certification Program activities
- U.S. educational representative to develop report and visit CECATI sites in Mexico to determine potential for developing Spanish language Exportation training and certification program with distance education component. Builds on established International Micoenterprise Training (IMET) program
- Faculty Representative from National University, San Diego to visit Mexico City and establish contacts with institutions of higher education focusing on the development of internship programs in Teacher Education
- Miramar Automotive Faculty conduct site visits and develop train-the-trainer modules with Schools designated by Toyota and CECATI ad T-Ten Partners in Mexico. Purpose is to establish cross-border working relationships, share information and identify areas for future development. 1st year: focus on tour of school and industry sites. 2nd year: training the trainer activity.
- CET Ceramics faculty spent a week teaching Arts & Crafts at Benjamin Franklin Institute in Tecate, Baja.
Southwestern: Cal-Mex-Net projects that collaborates small businesses on both sides of California/Baja border and link entrepreneurs from Chula Vista, National City, San Ysidro, Bonita with Tijuana, Rosarito, Mexicalli and Tecate.
State Center CCD: Sent faculty to Brazil, China, France, Italy, Mexico and Vietnam. 1 faculty did a Fulbright in China.
4 CCIE member colleges reported faculty exchange (one-way or two-way exchanges) for the 2000-2001 academic year. 2 of these colleges hosted two separate exchange programs.
